There you can see : Request and announcement. You have to pay an arrangement fee of Euro 5.---before. You will find further details on this page,for more information.

you don't even have to transfer € 5 if you just want to put him on the black list. The fee is just necessary if you want to know whether he is already listed, and this seems unnecessary as you are very sure that he is a bezness guy.

Here's a translation of what you need to fill in:
